If you mean in England, the expression 'the Cabinet' was first used in the late 17th century, replacing terms such as the Close Committee and the Cabal.  There have been suggestions that the term Cabal was an acronym for the initials of the members of Charles II's cabinet, Clifford, Lord Arlington, Buckingham, Ashley, and Lauderdale, but there is a lack of contemporary evidence for this.  However, it does answer the question - I think!

    These first 'Cabinets' advised the king, who was much more active in government decision making in the last years of the Stuarts than, for example, George I a couple of generations later.  The earliest Cabinet to have been a clear decision making body in its own right was presided over by Walpole, who was the first chief minister to be described as Prime Minister.  Perhaps this helps to answer your question from a different direction.
