Very interesting question. An independent Ministry for the Railways in India is the Constitution given privilege of the Central Government. No State Government can have a separate Ministry for Railways.

Regarding " Library ", the portfolio being with very small budgetary allocation by the State Governments, this will be merged with other Ministry. In Karnataka, this is handled by The Director, Department of Public Libraries, under Karnataka Public Libraries Act 1965.
