  1. like any game it has rules need person to call if ball hits outside of lines proper serve hitting ball when not on your side too far over net etc.

  3. there are two officials in a game.. firs official ans second... the fist have the finally decision, and it is on a big chair... the second is down and look the net... ciao, I 'm from Italy, and my English is very bed! ciao

There are two primary officials in volleyball.  The up judge and the down judge.  The up judge is the official who dictates points, blows the whistle to start play and calls tips, net violations and whatever other violations he sees.  The down judge is responsible for making sure there are not rotation violations, net violations or centerline violations and whatever other violations he sees.  The down judge is also responsible for keeping track of substitutions and permitting substitutions to occur.

    There are quite often line judges.  They are responsible for calling in/out calls on their respective lines, foot faults and tips.  The up and down judges have the authority to overrule calls mad by the line judges.
