Who are the people on the Bikes during Canoing ?

I don't know much about it, because it pretty boring to me. But who are the people on the bikes following them, what are they doing?

It's the coaches. And it's not at all boring. At one point the announcers were talking about how some of the coaches crashing into each other was legendary.

They are various coaches who are advising the rowers on their times and giving encouragement.

they're there for encouraging the athletes and givin them info on their time

I'm assuming you're talking about rowing, not canoing, but the guys on the bikes are their coaches. I've taken to watching them more than the actual rowing as i'm just waiting for them to crash. No one actually looks where they're going, it could be awesome (providing no one gets seriously hurt of course!).
