  1. well, a PhD stands for doctorate of philosophy.... so by definition every scientist!

Philosophers of science, are philosophers who spend a significant amount of their time and energy and production philosophizing about science.  They talk about the scientific method, what it is, what it entails, how it has flaws, how it could be improved.  They talk about how to interpret data, because it can be argued that much of science is simply the accrual of raw data, and must be organized into a meaningful explanatory framework in order to be of use to us: this is a job of the philosophers of science.  

    The most famous Philosophers of Science are:

    Thomas Kuhn

    Karl Popper

    Carl Hempel

    So all philosophers who offer any understanding of existence in an epistemologically coherent manner a philosophers of science.

    However, the metaphysicians of physics are called "cosmologists." Physicists disdain traditional metaphysics, especially since Kant taught that anything which cannot be examined by empirical science was "mere speculation." A "cosmologists' " metaphysics are considered to be more than "mere," since they are based on mathematics.

    But it still takes traditional metaphysics to make sense of cosmology. It is like the checks and balances of the American political system.
