Let's see here....the three worst dictators.  This is a tough question since there are tons of baddies out there.

1. Mao Tse Tsung

2. Joseph Stalin

3. Pol Pot

My reason for not including Hitler is because Pol Pot managed to eliminate one-third of his country's population in such a short period of time.  Mao Tse Tsung managed to starve out 30-60 million of his own people and Stalin's paranoia led him to kill 30 million people in blood purges.
