The top baldie has to be Maynard James Keenan of Tool and a Perfect Circle.

There is an unwritten rule in rock that u can't have two baldies in the same band without spontaneous fisticuffs breaking out. Hence this is why Maynard had to wear a wig when in a Perfect Circle, the role of baldie having already been taken.
