Fraginal: Good answer. Once again a well thought out reply. I never realized that the US "administers" the UN. I thought people within the organization did that?

Most of the top administrators are within the Secretariat which is headed by the Secretary General. In terms of seniority, you will find that the Heads of UN Organisations (WHO, UNICEF etc.....) are also very senior within the UN. In addition, the Heads of important missions / programs (Iraq, Afghanistan, Kosovo etc) are also top administrators within the UN.
