  1. The Government.  They give some sops by way of tax cuts and they charge higher rates at another level.


  2. Over 90% of US taxes are paid by the top 10% of the wage earners. The rich are heavily penalized for their success but they continue forward. What the government does with those taxes is deplorable. The US government is about 3% efficient which means that 97% of the taxes paid by the US tax payer won't benefit them at all. Tax cuts keep American entrepreneurs in America and tax hikes benefit the government.

  4. Since  the tax code is progressive the higher your income the more you benefit from tax cuts. The exception to this is payroll taxes and sales/excise taxes  which are regressive. Also since much of government expenditures are spent on programs that benefit the poor and middle class, and decrease in revenue will require a cut backs. If the tax cuts are financed by deficits, the current taxpayers  benefit at the expense of future taxpayers.
