It means "The Child" and it refers to the time of year when Christmas is. A really bad winter storm is like a child's tantrum. The weather charts for California were first made by the Spanish Colonists as far back as early 1800's. It was noticed that ever 7 years or so, a bad winter would come around, it's worst time being around Christmas, thus coincideing with the birth of Christ or El Nino.
