  1. A state department of natural resources.

  2. sierra  club legal rep

  3. To share your opinions: The most important person(s) you could contact would be your congressperson, then your state legislators, and then your state's department of enviromental conservation. Nationally, you can write to the Dept. of the Interior, but that is a waste of 41 cents postage as long as Bush is in office.

To get information: Try the Ocean Conservancy for water issues, including trash in the oceans. They are a very good organization. The Sierra Club, especially at the chapter/state level is an excellent resource. And your state's department of conservation too.

You can do a search for any of these groups online, including who your legislators are, or call your local librarian.
