Who can I report to for animal cruelty?

I have taken it upon myself to work undercover looking for people tossing their animals out of their vehicles or other animal cruelty. I want so bad to walk up and bust them in the mouth but I know that's the wrong thing to do. Who can I turn these people I catch it to? Would it be the humane society or what? I want people who treat animals different, to suffer fines.

oh yeah, I almost forgot to say, I totally agree and did you no that the animal cops once sent a guy to jail for 10 years because he left more than 100 animals to die without one patch of grass or hay or food of any sort for them to eat? that broke my heart seeing all those dead animals and skeletons.
