Orochimaru, Jiraya, Kakashi could not defeat naruto 4 tails. Way too weak cause even orochimaru had trouble in fighting naruto 4 tails. Sasuke might have a chance, but so far we've seen him only supress it. Uchiha Madara on the other hand can because he has the eternal mangekyo sharingan and that he can control the 9 tailed fox as seen when he fought the 1st hokage.

Kakashi, Jiraiya and Tobi I guess. Kakashi and Jiraiya can seal the kyuubi inside and basically take control of the situation while Tobi is actually uchiha Madara and if you read the manga, you can tell that the Kyuubi is somewhat afraid of Uchiha Madara.
