Who can countersign a british passport in australia?

My son is british and came to australia on my passport.He is 25 and applying for his first British passport to go back to the UK for his brothers wedding in 10 weeks.He needs someone to countersign his application.He hasn't seen a doctor or dentist in years, he doesn't know any lawyers or police, and he doesn't know anyone with a degree or anyone with professional qualifications. He left school ages ago and any teachers he had are no longer at the school. Any ideas who else he can get to countersign his application?????

  2. It is possible that the local magistrate's office may be of assistance.  However, it really does not matter what anyone here suggests - the issue is what is acceptable to the passport office.  Contact them with your concerns and to seek precise instructions.
