Who can excess my bank records non emergency?

I am pregnant and i wanted to go to job and family services because i dont have health insurance but i have some money in the bank from when my mother passed away but i am scared theywill make me spend that money if they find out i have it about 3000 dollars and i was really hoping to save it for her schooling adding money when i could of course. but now my husband doesnt work and i ork as a babysitter for 200 a week so that money i wouldnt beable to saveback up very quickly anyways i was hoping to jsut tell them i dont have a bank account but i dont know if they have a way of finding all that out any help would be appreciated

yes it will come up on  your credit report i believe. best thing you can do is take that money out of your account and place it in someone elses name that you can trust.
