Who can explain to me?

Who can explain to me what exactly Vaughan is? I'm talking about Vaughan in Ontario. If Vaughan is a city ,what are Maple , Woodbridge, Tomhill then. I never understood that about the city above Toronto and the parts in it ( are they parts of Vaughan or what? )

Vaughn is a city.

There are cities that are enclaves, in other words, totally surrounded by another city. I don't have time to look that up.
