My little bit of experience with the way things are done here (I live in Ha Noi) leads me to believe that while there may be (no there is bound to be) a regulation / code that stipulates what color wires must be used for for residential wiring, I  think if I pull the face place off the sockets in my house the wires therein probably would comply with the code only by accident.
