Who can help me with French marriage laws and PACS information, and carte de sejour info?

Ok so I came to France last year with no visa. In love and still in love. We wanted to PACS to help me to get my carte de sejour, so we did. We went to apply for my carte and they told us I have to wait a year in France with my name affiliated in France. So my name was on the EDF bill, and for the past 7 months Ive had my name on the Apartment we live in. Now just yesterday after waiting a year, after being PACS'd and waiting waiting without any legal papers to work they refuse me for my Carte de sejour because I didn't have a bank account or no official papers in France.

We told the clerk at the prefecture that I couldnt open an account without having the carte. She said well people find ways to open an account. And we told her we couldnt without having ID, the CARTE, and that we wanted to abide the law. So she basically said no but she will send my file to be looked over and we will get an answer in 2 months. What can I do now? If they say no I have to leave the country. Can I marry?

Welcome to the world of government bureaucracy...and obviously worse in France by your question, and consistently frustrating since President Wilson had to deal with them over the spoils of war after WWI.  It won't stop a marriage (see a priest for support)  but otherwise check with the Embassy.   Don't deal with any more "clerks" next time...ask to speak to a higher authority and always, always be humble and polite.  Keep and accurate list of who you spoke to , the why and their response. Say a pray for perseverance and best wishes to you both.
