Who can take your passport from you when leaving the country?

cant get my passport as it as been taken from me for a driving offence wanted to travel to Ireland

Did the police or an officer of the court take it from you?  Why would your passport be taken from you unless you were considered a flight risk?  Surely it's your driving licence that's been taken off you?

only an official person can take it from you....

you wont be travelling anywhere without it, not to ireland anyway
