Who comes first in building construction Developers or Architects?

Do architects try to get financing from a developer or does the developer hire an architecture firm

Typically it is the developer that will hire an architect.

Although an architect may have some ideas and even drawn out plans ready for a building or a project.  This may be a selling point for that architects services.  Thus if a project is proposed an architect may approach the developer or even the end customer with their ideas.
