Everybody, really, and nobody, actually. The market itself is like a great engine, and there are so many factors involved that we can't predict how exactly will it react in a given situation.

But it's by far the best system. Many years ago, when the USSR still existed, a general of its army asked "who's in charge of assuring everybody gets bread in London?", when somebody told him the market did it all, he said he couldn't understand it.
