The National League teams are there for the most part because they were part of the first professional baseball league.  The American League actually formed years later to complete with the National League because some owners and players wanted more money.  Entirely new teams were formed and started playing.

    Since then, when expansion teams have been added, Major League Baseball decides which league to add them to, in order to balance out the number of teams in each league.  Very rarely, a team changes leagues to also help maintain that balance.  The Milwaukee Brewers are the last team to do so, having moved from the AL to the NL in the 90's.
