no one to be specific...but to be frank it all comes down to the way people see it.....some may see an act as disturbing while others find it interesting....like a friend of mine once said,in the world today,the significant line which separates those two are no more....everything can be right and wrong at the same time......its more of a point of view towards something,rather than a specific judgment.......simply,it is up to each and every one of us to decide for ourselves.....i leave the rest to you..........

It comes from multiple things; morals and values we're taught when we're young from our parents and other people we look up to, religion, the media (stars wear things that are expensive and fit their tastes, and then people copy them), and laws (subsequently the government). There are other things as well, but these are the biggest factors with what we call "normal".
