Though Bombay started the tournament badly, the picked up momentum half way through whereas Delhi started with a bang and lost momentum half way through.  Comparing the performance of both the teams in the later part of the tournament, Mumbai performed much better than Delhi and as such deserved a place in semi final than Delhi.

Because Mumbai didn't win as much to get a spot in the top 4 and Delhi deserved it.Chennai, Rajasthan, Punjab and Delhi are four really good teams that deserved what they had did and they had won the most in the tournament so I think that it would be fair just to have the teams exactly the same as they are now.
