  1. The Phoenix is a lander, not a rover.

From the web:Phoenix is a robotic spacecraft on a space exploration mission on Mars under the Mars Scout Program. The scientists conducting the mission are using instruments aboard the Phoenix lander to search for environments suitable for microbial life on Mars, and to research the history of water there. The multi-agency program is headed by the Lunar and Planetary Laboratory at the University of Arizona, under the direction of NASA's Jet Propulsion Laboratory. The program is a partnership of universities in the United States, Canada, Switzerland, the Philippines, Denmark, Germany, the United Kingdom, NASA, the Canadian Space Agency, the Finnish Meteorological Institute, Lockheed Martin Space Systems, MacDonald Dettwiler & Associates (MDA) and other aerospace companies.

  2. Get a degree, in about 5 or 6 engineering fields, such as (but not limited to) Space engineering, Electronic engineering, Automotive engineering....the list goes on. THEN, you can design and build yourself a rover (oh yeah and you'll need a couple million to billion dollars to start off) AND when you've made it, yes, you can sell it (if anyone even believes you that this thing is safe) and you might just get your money if once again, the government doesn't fvck you up the ***.

  3. I'm pretty sure it was a team. Most definitely at JPL/Caltech. That is NASA's center for space propulsion (ie satellites/rovers).
