Who determines the name of abonded child?

Question

if child is found on a dumpster or some hallway,abounded who has power to give him first and last name?

the founder maybe or government?do they make up some name or what?

of course under circumstance that no parents are found.

CPS will be given a name by the courts, the name the courts will use on the court documents.  If the baby enters the foster care system then they may allow the foster mom to rename the baby but usually it is the courts that name the baby.  They keep that name until the parents can be found or the child is made available for adoption due to abandonment.

Not sure about surnames. I know that recently a baby was abandoned at a hospital near us and the nurses named her. Baby Katherine.
