Who determines what drugs/treatments can be prescribed or not?

I have a serious problem with my eyes (for over thirty years). The ONLY thing that helps is the drops that are put in eyes before certain procedures or exams. They have a numbing effect. However, they cannot be prescribed. Surely there is a person I can make an appeal to.

  1. The drops that you are describing are not safe to be used as a treatment, hence why they are not prescribed.  Using them for temporary relief would cause more problems than you would want.
