  1. no one discovered it.. it happens and we name it. if you're talking about who gives name for the hurricane.. i would like to say.. it's World Meteorological Organization (WMO), that named it and in America it names by National Hurricane Center since 1953. If a hurricane happens in a particular region, WMO from that region will select a new name.
