Who do I approach at our local council to enquire about acquiring adjoining land?

We have a small piece of land adjoining our garden which we would like to acquire to extend out garden. We're pretty sure its owned and maintained by the county council. Who would be the best contact at the council to make an initial enquiry? Also how can I ensure the land doesn't have major pipes or electricity line underneath?

  3. Fence it in and make it part of your garden . In seven years it will be legally yours
