Who do I complain to about Con Edison running tests of the Indian Point Sirens at 6:30 in the evening?

This timing is ridiculous. Normally, the tests are run around 10:30 in the morning. Now, my family is sitting down for dinner and these sirens are blaring away.

It was designed to warn residents of radiation  leaks of any kind to residents from 4 New York counties that are 10 miles away.
