ex-rental cars mostly go to car auctions, as they may look good but the engines are going to have been abused.

Most hire cars (from the leading hire companies - Avis, Hertz etc) are resold through the car manufacturers used car scheme(s).  e.g. Vauxhalls would be resold through Network Q, Vauxhalls own used car scheme. The same would apply to Ford etc.

Most have used vehicle lots where they sell the former rentals to the public.

They sell them at auctions that car dealers attend and buy from.  The cars then show up for sale to the public on the dealers lots.  Dealers make lots of money on these vehicles
