Who do i complain to about poor food handling?

I have recently seen something pretty bad at a fast food place here in Melbourne, other than the companys head office what government dept, can i complain to and have them go and do some kinda health inspection on them??

Look for the equivalent of the State Board of Health that each state has here in the U.S.
