Who do i contact in Canada to see if someone that has a criminal record can travel?

I have heard that direct flights that do not stop in the US beween canada and other countries is ok if you have a criminal record. I want to know if this is true and who i could call to get the right advice, andone help?

It is the OTHER country that makes this decision.   For example, the U.S. and the U.K. and Canada will not admit people with a crimminal record.  You need to go to the website of the embassy of the country to which you want to travel.  Check there to see if they state that some travellers are "inadmissable."   Canada, U.S., and U.K. state it plainly on their embassy websites.  If the country you are checking on does not have info on their site, you would need to contact the embassy and ask.
