  1. dept. of transportation

  2. Whoever maintains the roadway. The highway department, if it's state maintained, which most access roads are. The city or county, if they maintain it. Sometimes, a city roadway is set by default, in this case maybe being 30, unless the city says otherwise. That way, they don't have to pass an ordinance for every piece of street. In cities, it's usually a transportation coordinator or the police chief who recommends or sets limits. For state highways, it's usually an engineer who recommends. Gotta have a better argument than "it's g*y," though.

  3. in order to change any and all g*y laws you need to report to KING DING DONG : {~

  4. Speed limits are set within the confines of state/local laws.  The DOT would be the one to talk to, although they may not be able to change it.

    Residential=30 mph

    Business=30 to 45 mph

    Highway in city= 45 to 55 mph

    Out of city= 55mph

    Freeway in city=55mph

    Outskirts=60mph

    Out of city=up to 70 mph

    Also depends on the state.

  5. We have one on a major road, right off the highway that is 25 MPH.  I think the town keeps it like that because of it being a business district...plus a huge money maker for the town, due to all the speeders.
