As far as the different versions of tournaments are concerned ICL is better.  However, as far as player's participation is concerned, IPL is the best.  Since IPL has the support of BCCI and approval of ICC it will sustain.

If it weren't for ICL there wouldn't be any IPL.

ICL's marketing sucks though., Ipl has increased entertainment value by slyly reducing boundary length(60m) smart but prolly uncool
