The news report says that it is someone not within the major royal circle, so presumably perhaps a distant cousin. The truth will come out eventually i am sure.

The royal family is mostly irrelevant these days, but blackmail is blackmail whoever the victim. I don't exactly feel sorry for them, but just wish they would get on with their lives as ordinary people.
