Barak Obama.

He was elected President of the Harvard Law Review, the most prestigious student position at the University.  He graduated with honors.  He went back to Chicago to organize voter drives, and then worked as a civil rights attorney for three years.  In 1993 he became a lecturer on constitutional law at the University of Chicago, a post he held for 11 years.

Senator McCain was in the bottom 5% at USNA.

Nice try,  Having a high IQ doesn't mean you can lead a country to better times.  Hitler's IQ was reported to be 160.
