Excluding Phelps because we could all argue he is the best, which i think he is, unless your a hater. Personally i think Ryan Lochte is the 2nd best

Ryan Lochte for sure. He is definitely amazing. He would get a lot of attention if it would not be for Phelps. But, Phelps is pretty amazing too.
