There were a few: Radu the handsome (Dracula's brother) of Wallachia, who was 100% loyal to the Ottoman (Turkish) empire at the time it invaded South Eastern Europe; Lewis the 14th, who wanted his daughter to be married to Ismail the Bloodthirsty of Morocco; Victoria, the war monger. These are the ones I can think of right now.

The Kaiser Wilhelm probably caused the most number of deaths but he was probably just incompetent.
