This isn't a matter of opinion, Warner Brothers actually dealt with this issue in a one-time TV special cartoon. Among other things, Speedy and the Road Runner had a race to see which of them was fastest. Bugs Bunny was the emcee of the race and there was lots of shenanigans involved by most of the other major WB characters too. Voices were bad, like most of the specials, because Mel Blanc was no longer available, he did all the voices and nobody else has ever really sounded like Mel Blanc. Because of this it hasn't been seen much, like most WB specials from the '70's and '80's.

As for who won, I vaguely remember at the end of the show they finally crossed the finish line in a tie (a cop-out, basically) but if you want to be sure, it may exist in the public domain, a lot of less-popular WB cartoons are available online. So you could search.

Another special dealt with the equally pressing question of, will the coyote ever catch the road runner. Turns out he does, but only after the road runner leads him through a series of ever-shrinking pipes, which shrink them down to tiny size, then turns around and runs through the pipes in reverse, after which the roadrunner is restored to full size but the coyote is still tiny. The roadrunner stops and the coyote grabs his giant leg in triumph, then holds up a series of witty signs for everyone to read who wanted him to catch the roadrunner.

They are both well known for good running and they are always running at different places, so only way is you take their timing and be a good time-keeper.  You are the first to know who win.

Best is to get them together to run a race and the one that touches the finish line first is FIRST.
