i'm near positive it will be edge, a heel hasnt won it in years and he is the top heel in the business i think it will be a rematch of night of champions edge vs. hhh at mania, hopefully it will be an interesting match that has a stipulation not just a normal match, the raw main event will probably batista vs. cena again, and maybe an undertaker vs. shawn michaels match

This is a tough one but im gonna have to say Jeff Hardy.

He's in line for a huge push and i can see '09 finally being his year, he was scheduled to win Money In THe Bank at 'Mania this year but then he went and got suspended so WWE is definatly ready to give him a major championship and theres no place better for that to happen than Wrestlemania 25, and the first step is winning the Royal Rumble.
