The Rock - his sharpshooter wasn't the best but it was definitely better than the HasBeenKid's.

HBK's sharpshooter had more chance of tickling his opponents rather then making them submit to pain.

Brett Hart and Owen Hart both did it better than anyone else.  Besides, Dean Malenko did a texas cloverleaf, not a sharpshooter.  And I'm glad you didn't mention the Rock.  They called his submission move a sharpshooter, but his version was so sloppy, it might well be called a completely different hold as well.

Definitely Bret Hart, he (along with Sting) gave the sharpshooter it's immense popularity. His sharpshooter was put on fairly quick and stayed on. I''m not entirely sure but I think that his sharpshooter got more submissions than anyone else.

Sting did a great sharpshooter (a.k.a. Scorpion Deathlock) too, but it can't beat the h**l Bret's inflicted on his opponents.

HBK's sharpshooter is pretty pathetic but it isn't as bad as some other wrestlers are at using it.

Chris Benoit's sharpshooter was really good. He was able to get people into it really quick and usually held it until his opponent tapped or there was an interference.

Dean Malenko used a texas clover leaf, which was a great submission move but not close enough to be considered a sharpshooter (in my opinion.)

Not listed:

The Rock- His variation was a complete load of c**p and was really sloppy. It shouldn't even be called a sharpshooter .

Edge- His variation (Edgecator) was different from the traditional sharpshooter but it was still in the same family of submission moves. Great move, I just wish he would start using it again.

Owen Hart- How can you deny Bret's brother? His sharpshooter was good to, granted not as good as his brother's, but it still got guys to tap.

Sting-his sharpshooter is like the rock and its low on the knee and i don't reall like watching it

Hbk-rarely use the sharpshooter just a reference to the montreal screwjob

Benoit-more like bret hart's.He uses this a regular move and sometimes a finishing move

Of the five listed I would say Bret Hart, however I would rank Dean Malenko a close second.  Sting would be third followed by Benoit and then HBK.  However the person who does it the best is Konnan (he's actually the one who taught it to Bret Hart when he was in the WWF/WWE in the early '90's).
