  1. Usually states implement such rules. The director of a center can develop their own policies so long as they aren't at odds with what the state has set forth. Generally speaking health and safety policies should have their basis in good research.


  2. The owner has to draw up the policy but it has to be in accordance with teh licening agency, usually DHS.

  3. The owner really shouldn't have much leeway after following the state and federal mandates. These include the use of universal precautions and absolute confidentiality.

    Teachers and staff should always follow universal precautions, whather or not they are mandated by your center. You do not have to be told if I child is HIV pos. or HepC or TB. By the way the last two are far more infectious than HIV.

  4. Policy writing for nursery schools is done by the Director, often in conjunction with staff input. Good policy writing however, should also be sourced to encompass guidelines and regulations from the relative authority (in this case the Health Department). The source of the information should also be notated at the bottom of the policy.
