who elects the chaiman in american companies? the board itselfs or the shareholders?

what are the privileges of a chairman? does he have a double vote in meetings?

    the chairman or chairperson which is now the correct term is elected by the share holders it is total unlawful for the board to elect the chairperson as for the chairperson privileges this normally is set out in the constitution of the company part of your question relating to having a double vote this is what called a casting vote and can only be use when the bod are lock and cant made head way and the vote is even if the chairperson thinks that no more discussion wont brack the dead lock he/she but if there is an outcome to an issue even by one vote they cant
