Who ever answers questions being smart you need to step up?

I'm guessing you are referring to people who give smart @ss answers to every question they give attention to(?)

Mostly, I think they answer the way they do to try to be funny or to really be mean (they hide behind their avatar) which is easier when you aren't face to face with someone. Some are simply angry people unhappy in their lives... That's just my opinion...

I doubt 'they' will ever "step up"... 'they' see "Yahoo Answers" as a venue for fun for them...they don't seem to care too much about trying to help people with their questions.... And there are also questions that are too ridiculous to answer.

There is some confusion with the phrasing of your question... not sure if I answered your question.

Personally, I try to answer as politely as I can and with respect but I've had a couple of instances where my emotions got the better of me and I may have come across too strong.

I agree with the angry people unhappy with their lives theory, i am starting to think it is a USA thing .  Hope not though
