Who gets charged for an out of country 3 way call?

my question is, lets say my friend in new york calls me through there cell/home phone which would not cost me any money/minutes because i am in the united states as well, they make the three way call with there friend in canada. would the person who made the three way call get charged? or would i get charged for myfriend calling canada.?

  1. As an example:

    A - is in Europe

    B - is in NY

    C - is in Los Angeles

    A calls B - A gets charged for this call, A to B

    B answers the original call from A, then calls C and adds everyone together.  B will be charged for the B to C call, plus the flat (50 cent ? ) three-way fee if any.

    Note that the originator of each call involved is the person that gets the bill.
