Who gets to decide this?

I'd like to know who exactly decides what the annual budget of the world is. I know it's around $50 Trillion, and there can only be a limited amount of goods produced, but who decides this?

I think you're referring to the sums of each individual country's GDP. The GDP is just a calculation of the good produced by each country.
