Who gives names like Katrina, Nargis etc. to the storms and how?

Is there any international agency for this covered by any protocol?

all the mens know the ladies activities and rude.

The names are assigned either by the World Meteorological Organization, or by national weather agencies, and are taken from lists that are made years ahead of time.  The details of how the names are chosen is a bit of a lengthy explanation, but Wikipedia has a good article on it:
