Who has a Bombardier Global Express XRS?

How do you get one of these private jets? Are they regarded as top-end? How many are there in the world?

Hardly top end. You can get a good used 767, tank up the baggage compartment and have real legroom. Plus you'll go further than the best global express or gulfstream for about half the price.

How do you get one?  Write a very large check.

Are they top end?  They are pretty near the top, if not the absolute to of the business jest.  At some point it comes down to the specific mission you're buying an aircraft for.  But, as John B points out, any biz jet can be trumped by an air carrier type aircraft either purchased with private ownership in mind, or converted from airline use.  For instance, Boeing offers the BBJ (Boeing Business Jet) and there is at least one order for a privately owned A380.  I suppose, for now at least, the latter is "top-end."
