Almost certainly the Cowboys. The Eagles are very solid, but now, with the Additions of Thomas and Jones, the Cowboys won't really have any defensive weakness.

As for Roy Williams, he is one of the best tackling and blitzing safeties in the league. Dallas just has to put him in situations in which he can use these strengths!
